Implements backlog step 001 (docs/backlog/001-project-scaffold.md).

  • Python package gengnss (src layout), version 0.0.1, console entry-point stub
  • deps: numpy + sdr==0.0.30 (verified working on py3.14); dev extra: pytest, ruff
  • tests/test_smoke.py — 4 smoke tests (packaging, version, layout, DSP dependency)
  • CI: .forgejo/workflows/ci.yml, python 3.12 + 3.14 matrix, ruff + pytest
  • MIT LICENSE, README, .gitignore (incl. local .forgejo-token, never committed)

Local verification: pytest 4/4 green, ruff clean (Python 3.14).
