Step 109 — SigV3.1 export: front-end wiring

Wires the existing SigFileWriter (complete since step 017) into the user-facing entry points.

Wire the existing SigFileWriter into CLI, GUI, and validation so that
'--format sig' produces a SigV3.1 file instead of raw i8/i16.

Changes (4 files):
- src/gengnss/cli.py: add 'sig' to --format choices
- src/gengnss/gui/app.py: add 'sig' to format combobox, extension
  map, and filetypes filter
- src/gengnss/core/scenario.py: accept 'sig' in Scenario.validate()
- src/gengnss/gui/controllers.py: accept 'sig' in validate_settings()

Backlog: remaining item #1 removed, step 109 added as done.
Verified: 'gengnss run --format sig --signal gps_l1ca:PRN1 ...'
produces a valid .sig file readable by testgnss.io.sig_io.read_sig.
