README: add Windows pip-only instructions (venv + pip install -e . + python -m gensig.app), note that modern pip builds editable installs automatically (no setuptools step), and that Tkinter ships with the Windows Python installer. Keep uv as the recommended path.

Verified in a clean pip-only venv (Python 3.12): install works, the gensig entry point resolves, and python -m gensig.app runs.
